Herb was born on December 25, 1935, in Waseca, Minnesota, the son of Herbert Arthur and Elizabeth B. Panzram Noetzel. He married Ruth Ann Lundberg on September 5, 1959, in Waseca, Minnesota. She preceded him in death on July 18, 2012.

Herb served his country in the US Navy, during the Korean War. He returned to the US to start a family and began his teaching career (math, computer science, and physics) at multiple schools in Minnesota and Iowa. He was known to help family, friends, and others with math homework over the years.

He was called by many names: Dad, Grandpa, Great Papa, Coach, Herbinator, Uncle Noel, and most importantly husband. Herb and Ruth took pride in their children, grandchildren, and great grands, always proud of their accomplishments. He enjoyed quality time spent with his family, especially his great grandchildren.

Herb lived his life giving to others through swimming, gardening, and home remodeling. He was persistent, and patient, and was known for his ability to nurture potential in others. He has built a legacy of hard work and stroke technique that has lasted through multiple generations of swimmers. Swimming was one of his greatest passions. He will be deeply missed by swimmers past and present. He was a member of Ss. Mary and Mathias Parish and sang in the church choir.

Those left to honor his memory include his children, Julie Lear and husband, Randy, of Muscatine, Steve Noetzel and wife, Jody, of Rogers, Arkansas, Mary Hayenga and husband, Tom, of Estherville, and Laura 'Muffy' Bartelt and husband, Neil, of Fruitland; 12 grandchildren; 16 great-grandchildren, with one on the way; one brother, Steven Noetzel of Orangeburg, South Carolina; four sisters, Janet Stenzel and husband, Art, of Wells, Minnesota, Margaret Shephard and husband, Dave, of Bornsville, Minnesota, Mary Giese and husband, Don, of Sun City, Arizona, and Tina Madson and husband, Chuck, of Faribault, Minnesota; and one sister-in-law, LaVonne Noetzel of Bagley, Minnesota.

He was preceded in death by his parents; his wife; and two siblings, Ann Falkun and husband, Floyd, and Dave Noetzel.
